Windows 10: Lost Windows 10 APPS

Yesterday I inadvertently turned off a breaker in the house electrical
panel and shut down my computer in the worst way possible.
After discovering that I had, I restarted the computer to find that
the hardware was ok but that I had lost all the windows 10 apps.
All of them, including the start button, and the settings app.
So my recovery options were greatly reduced.
I was able to download windows 10 and reinstall it, but still had the
problem. The only difference after was a different background color
on my desktop.
I've tried to powershell fix to recover apps to no avail.
I am hoping for some help from all of you.

Windows 10 upgrade - data loss

I have the same problem. I had two users set up with Windows and after upgrading I have one user, which was the one that I did not use. Now I cannot figure a way to regain access to my other user account or to an admin account. I hope Microsoft posts
a fix soon.

That's a new one! I've had the 20A breaker bumped off by an air conditioner as well as seeing all the power blink on on off a half minure later when some work was being down on the main power grid and in each instance nothing was lost or changed here. Here I generally create an image immediately after any clean install once the main programs are installed as well as seeing an updated image made several months later if the Windows installation is still in working order. In case a drive goes down the tube like one apparently was thought to have or some other element comes up like this for example you can always fall back on seeing the image restored!

Since first 10 install clean install presumed that took place following the upgrade to 10? have you backed things up? Did you leave the drive intact or reformat it before putting 10 on again?

The sudden shutdown likely was cause for a number of errors on the drive itself where you may have been able to avoid the need to put 10 again using the Disk Check tool as well as the "sfc /scannow" command at the run command line or in the right click on ? Start which you didn't have and why the run is pinned to the main task bar with a shortcut created for the elevated command prompt option seen to here in case of a similar event like one upgrade not seeing the Start button at all as well as a blank screen in Settings and no access the AllApps section at the bottom due to another failed to be successful upgrade!

How old is the drive there that 10 is on? Hopefully that wasn't damaged by the sudden shutdown the system was forced into.
