Windows 10: Mail changed and deleted from account, but scammer still uses it to try and access my account

I've changed my mail a long time ago. Some few weeks ago I logged into that account and noticed multiple Chinese mails from Microsoft, and noticed that they are "forgot password" mails with a code inside. I've made sure to delete the old mail from account settings personal info, yet, I still receive mails on the older account. I've done some research and those are most likely bots, however, I would like to fully change my mail to my new one.

Does anyone know how to delete an administrator account from another os on another partition (or using a live cd)?

I dont have access to the administrator account and i need to remove the other administrator account

How do I delete an E-Mail account? I have one that I haven't used in a long time, and I just want to delete it since I use another one anyway. It's on Yahoo btw.

 

Deleting User Accounts

If you can access the admin account through safe mode then all you have to do to remove the other account passwords is go into User Accounts in the control panel and either delete the accounts or, I'm not sure, remove the account passwords.
