Windows 10: Media Creation tool won't install

I have been experiencing an issue while trying to install the media creation tool for some time now. Each time I attempt at installing it, it gives me an error saying that they are unsure of what the issue is, and gives me a code 0x80200013 - 0x90019. There are a couple options before the installation starts. One says to install it directly on the cpu or onto a flash drive. I tried both and still received the error.


I am trying to install Windows 10 Home on my Dell Inspiron 17 5000 series, because it desperately needs an updated operating system. I would very much appreciate it if someone can assist me with this, as it has been quite frustrating. Thanks in advance.
