Windows 10: media creation tool

my desktop running windows 10 will not boot, when I turn it I get a blue screen where I can select a keyboard format. After that I can trouble shoot where the only option that bears fruit is the c: prompt which brings up x: drive, if I try to change to c: it carries out file check then brings up an error saying segment 18 is corrupt. Can I use the media creation tool to fix this if so how
