    Every PC i have had has done this even before Norton was ever on them, not sure really what causes it but i don't think it related to this issue at all, might be a bios thing or just windows using its own drivers at boot or something.

    Here is a note from Norton a few days ago.

    4) After updating to Windows 10, some Norton customers see screen flickering
    An update has been released via LiveUpdate to resolve this issue, though not changing the product version. If this issue persists after manually running LiveUpdate, follow the Desktop Flickering resolution instructions

    Microsoft Confirms Desktop Screen Flashes Bug in Windows 10

    I had the problem, and it was Norton causing it. I had to boot in safe with networking, then download the removal tool and remove Norton, then all booted ok. Norton then installed the W10 compatible version.

    I was having a problem with explorer.exe crashes, but found it wasn't caused by anything external. Getting rid of all shell extensions from 3rd party software didn't help. My problem was tied to resizing the File Manager window via doing that with folders I created on my desktop. Too narrow and the crashing starts. Wide enough and it doesn't happen. This is a Win10 bug, pure and simple. The problem didn't exist in 8.1.
