  1. Microsoft Family Safety not preventing apps from installing

Although our son is logged in to a Microsoft Family Safety account as a standard user, not administrator on a Windows 10 Home computer that has all the latest windows updates installed, he still manages to install and use the Opera browser and has even managed to create visitor accounts that bypass even more of the safety features. I have changed the admin passwords both for my own account on the computer and at the UEFI/boot level, so he hasn't been able to create visitor accounts anymore, but he still can install opera on his account, even though it's a standard account.

I think it might be a hardware issue, or a situation where he has certain permissions over the hard drive that allow this. The computer is a custom build desktop that had BIOS, but I've updated it to UEFI, although it has no TPM chip and so has no other hardware security other than secure boot. His own account was originally the owner/admin; I created my own account later and after making it the administrator I switched his to a standard account; maybe that is part of the problem.

When he logs into his account on other computers the family safety features work just fine. I've spent many, many hours trying to solve this and have run out of ideas. What more can be done? Maybe we need to upgrade to Windows 10 Pro with group policy editor so we can use bitlocker or other admin restrictions to prevent these things from happening. Or maybe we need to get a new motherboard with TPM and other hardware security. Not sure. Suggestions?

    :)
