Windows 10: Microsoft Management Console MMC - "Unable to create new document"

Hello, My speaker was not working properly so i wanted to open mmc but i couldn't open it because it said "Unable to create new document" I tried every way to to open it but it said the same message. I've tried to use CMD admin sfc /scannow but it comes back with an error message "Windows Resource Protection could not start the repair service." After that I tried to troubleshoot it but I couldn't and I cannot open get help too. I also cannot update my pc cumulative update for 3.5, 4.8 and 4.8.1 for Windows 10 Version 22H2. Would it be possible to have someone reach out to me to get help with

Thanks for your feedback. Using File explorer, please go to %appdata%\Microsoft\mmc folder and delete all inside files. Next try again open Services console.

Also, run net stop trustedinstaller command. If the service responds, please run net start trustedinstaller again and check if SFC works.

I am attempting to start 'Services' but could not. I get the message "Unable to create new document" and search the internet for an answer. I've tried to use CMD (admin) sfc /scannow but it comes back with an error message "Windows Resource Protection could not start the repair service."

I was then told to run through my troubleshooter but it did not work. I tried to run MMC separately but the same message comes up. I ran DISM /online /cleanup-image /scanhealth as well as /restorehealth and it did nothing.

I attempted to restore my computer but windows does not allow me to. I also have a pending download 2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845) but there was an install error on that as well (Install error - 0x8007371b).

Would it be possible to have someone reach out to me to get help with these issues. I'm running windows 11 on a PC.

Windows 10 Pro Version 1809 Installed 1/13/2019 OS build 17763.253. Cannot open Device Manager by any means I have seen posted in the internet. I receive error message "Microsoft Management Console Unable to create new document". I had this problem on a similar PC and solved problem by doing something with three dll's and the problem went away. Unfortunately, I did not save the instructions I found on the internet. I have run the usual troubleshooting tools. I have on my desk an almost identical PC that does not have the problem. It is using OS build 17763.107. How to find the three dll's that need work or similar solution
