Error 111: Insufficient memory available to run Setup. Close all other applications to make more memory available and try to run Setup again.

If you are running it from a command prompt is may not even be 32 bit, in which case there is no way you can run it other than by emulating an ancient OS. It is a 1999 release.

You MAY be able to run an older OS (like win XP) in a virtual machine (called Hyper-v) in which the game would run.

You may be able to buy an emulator (cheap) which is a piece of hardware (or software) that would of course "emulate" an older OS so the game would run. This is one

WM6 - PIE and Windows Live (Hotmail) problem - JavaScript

I have tried the Windows Mobile 6 emulator and sites with JavaScript runs without problem even hotmail. Why Microsoft provides and emulator that does not work as the OS on the phones, at least this is true for IE.Mobile in WM6.

 

Have you checked it out? It's pretty limited, and really more of an animated demo than a real emulator (which, to my way of thinking, is an environment that acts like -- ie, emulates -- some target environment). Maybe I'm too optimistic, but I'd expected more by way of user piloting in an emulator. Does that make sense, or am I being too persnickety here?

Makes perfect sense. To call that demo site an emulator is about the same than calling a glossy car brochure a test drive. At least for me an emulator is something allowing me to use and control the emulated system.

In fact, I am wondering where Softpedia got this "Microsoft has just launched what it calls a Windows 10 emulator ..."; trying to find more information only brings up "Windows 10 Demo" which as far as I know is how Microsoft calls this new site. Not an emulator. A demo.
