Windows 10: Microsoft Safety Scanner: Latest Version Just Downloaded -- Will Not Run ...... But I've...

I intermittently run MICROSOFT SAFETY SCANNER (MSERT.EXE) -- On my LAPTOP ....... I've been doing this regularly for the past year.

(My standard ANTIVIRUS is WINDOWS SECURITY -- But I also run MSERT.EXE --- Just as added protection)

--- I have just downloaded the latest 64-BIT VERSION --- For my Laptop that has WINDOWS 10 PRO ...... I have done this many times before.


Now, when I open the MICROSOFT SAFETY SCANNER (MSERT.EXE) ---- INSTEAD OF OPENING IN BLUE --- IT NOW OPENS IN YELLOW AND SAYS ---

----- Do I want to run an APP from an UNKNOWN PUBLISHER to make CHANGES TO MY DEVICE? ....

.............. But it is not an UNKNOWN PUBLISHER --- This is MICROSOFT'S OWN PROGRAM???

---------- Every time I try to run it --- (I was getting a RUN or "NO RUN" option, & was clicking "RUN" -- But I'm no longer getting this option)---
------------------ I repeatedly get an error message, and it will not run.

Is this because of the latest WINDOWS 10 UPDATE?

I've also got one message saying I have run the SAFETY SCANNER as an ADMINISTRATOR -- but this is crazy -- I've never ever had to do this before.


PLEASE ADVISE --- This has always worked repeatedly, many many times before?

Are you sure it works? Cause I click on the scanner tool within the Microsoft Security tab and it does not take me anywhere or tells me is downloading anything! It just swirls like the new Windows 10 when you bring it up and you are waiting for it to load.
