Windows 10: Microsoft store 0x803F81F5 error

It started just today when in forza horizon 4 the game told me fortune island DLC wasnt installed but it was so i tried to reinstall but it gave that error, for EVERY app i tried to install, i have only 1 device, ive tried everything from updating store, windows, deleting cache but google gave no help, someone suggested turning off offline mode but that doesnt work for me as it keeps resetting

Error 0x803F81F5 in Windows Store - Reached Device Limit - Have removed old devices but still getting error

Greetings. Recently got a new Windows 10 PC, trying to install free apps and games for the first time from the Windows Store but getting error 0x803F81F5 - "Ten of your devices have apps & games from Store already installed on them. That’s the limit. Go
to Store > Settings > Manage your devices. Then remove a device to make room for this new one."

I followed the provided link and sure enough I was maxed out at 10 devices. I've removed 6 devices total, but regardless of what I've tried I still cannot install apps or games.

Item's I've tried include:

1. Rebooting
2. wsreset (several times)
3. Reset of the Store app via Settings - Apps & Features

It's almost like the store doesn't see that I've removed old devices. Help!

that you download and run the Windows Store App Troubleshooter. Once done, check if the issue persists.
You can also check if the Store works in another user account. If the issue
still persists, we suggest to reset the Microsoft Store. Here are the steps on how to do so:

• Press the Windows key + R on your keyboard, the type in wsreset.exe.
• Hit Enter to proceed.
