Windows 10: Microsoft store cant locate linked devices (win 10 pc)

I can't install a forza horizon 3 dlc because MS store can't locate my linked device, even though I have linked it and can see all of my devices linked. When i click the button "install to my devices" (or whatever its called) on the product's store page, on the base game it shows all of the devices it can be installed on, but on the dlc it states that i have not linked any of my devices.

Device not connected to microsoft store so cant download apps

Method 1: Try Signing in to your Microsoft account on your Windows 10 device to sync your settings and Microsoft Store purchases across all your devices. You can set up a new device with your Microsoft account, or if you already
made a user account.

Method 2: Log out and Login back to store.

Steps:

• 1. Open store application on your pc.
  2. Click on the ellipses on right top corner of the screen.
  3. Logout and login back.
