Windows 10: Microsoft store error 0x800704C6

I get this error when downloading updates for Halo Master Chief Collection. All other updates download and install. Have tried all fixes suggested in previous threads, including a clean install of my Windows 10 operating system. I still get this error. I feel my only option is to ask for a refund for the game as I can not play it.

The problem code 0x800704c6 is a problem with detecting network connectivity. That's odd since the store actually added OneNote to the list of apps needed to be updated while the existing queued updates were refusing to be updated do to this error. Then,
also the OneNote update would report this error code. It sais "Acquiring licences" then it sais "Check your internet connection. See details" which will show the error code 0x800704c6.

I ran the Windows Update troubleshooter, the Windows Store Apps troubleshooter and wsreset, then rebooted. After reboot, apps updated quickly and seamlessly after I opened the store, clicked my portrait and picked "Downloads and updates".

After the last update I am now getting a new error in the Windows store when I go to update apps. The error code is 0x800704C6.

WSRESET didn't fix it.

I ran the windows store apps troubleshooter, and that came back with nothing.

I am not sure what to do next.

Is this a common issue like the last windows store error I was having?

I am running a surface pro 3 if needed.
