No refund since October 16th

After trying Windows 10 for four days including customer support etc.. we decided to get a refund on September 16,2016. We followed the instructions to uninstall delete..etc. Customer service rep who said we would get our refund on the next visa statement.
We checked our visa in October and nothing.

We talked to a customer service rep a few days ago. She said to check my email for a code etc..then changed her mind and said to call a 1800 number which is out of service. We would like to ensure we get our refund as promised.

Is there language pack for English(Canada)?

On October 16th it was reported that Microsoft announced that all Language Packs for build 10565 are now available. Yet there is still no language pack available for Canadian English. We need this to activate Cortana. When will this be available? Do
we have to wait for the November update? That would be ridiculous, as it should be available now.

I got a Microsoft newsletter telling me about that last week. It's not a feature I've used but I see I won't be affected now as we have Office 365.

Groups will no longer be available in OneDrive after September 30, 2015. All group files also will no longer be accessible after that time. To keep your group files with OneDrive, download them and then move them into your own OneDrive.

Sign in at OneDrive.com.

In the left pane, under Groups, tap or click the group that contains the files you want to keep.

Select the files you want to keep.

Tap or click Download. If you have files in multiple folders, you’ll need to download the files from each folder separately.
Note If you downloaded more than one file at a time, a zip file is created to hold the files. To open it and remove the files, open File Explorer, browse to the .zip file (in the location you were downloading the files to) and right-click it, and then click Extract all.

In the left pane of the OneDrive website, tap or click Files to open your own OneDrive.

Browse to the folder where you want to upload the group files, or create a new folder.

In File Explorer, select the files you want to add to your OneDrive, and then drag them to your browser and drop into the folder open on the OneDrive website.
