Windows 10: Mouse stutter on first boot + stuttering sound in games

Hello


I have been having this problem for a couple months now when i do the first boot of the day and get to the session home my mouse is stuttering like hell it is not smooth at all but when i do a restart it's perfectly fine also when this stutters happened i tried some music on spotify and it stutters too like the two stutters are linked i don't know what to do pls help me

game stutter

my games started to severely stutter after the October 2018 update that for me installed sometime in February of 2019. my games did not stutter before the October 2018 update. I do have a bottleneck with my cpu but my cpu was not hovering around 80%-100%
during game play before the October update. I also have a stuttering mouse on desktop. could it be that windows 10 damaged my cpu? please help. thank you.
