Windows 10: moving of screen

Today I logged on computer doing stuff I need for my work and now the browser windows will not move. What I mean is that I move my cursor to side of screen to show the arrows to move left to right or right to left, up or down or side to side and it will not change it. It will not move anything and ideas what is going on?

Moving the taskbar

You can customize your taskbar to pin your favorite apps to it, move it to where you want to display on your screen, and specify how taskbar buttons group together when you have more than one window open. To address your question, we suggest
that you follow these steps on how to move your taskbar to a different location on the screen:

• Open Settings and choose Personalization.
• Select Taskbar.
• Under Taskbar location on the screen, click the drop-down menu and select
  Bottom.

Laptop with broken screen How much?

I would like suggestions and look in local stores. I dont wanna buy a laptop from someone online. Sorry. But could be a good idea if you asked him about the performance on older games. Gonna make a list ofall laptops people suggest me.

Remove the screen for space purpose here its small desk and if the screen is opened it will hide my 22 inches lcd
