You might be thinking of PS4 and XBox emulators, where the reverse-engineering is definitely illegal. Reverse-engineering of open source code is legal by definition.

How do I change wireless network priority in Windows 10?

I came across this question multiple times, so I wrote a small open-source .NET tool for it. Drag & drop networks in order, set autoconnect and autoswitch (autoswitch determines if the netwerk can be disconnected in order to connect to a better alternative).
    It's a front-end for the netshell commands.
