Windows 10: Msiinstaller Event ID 11606 / Error 1606 when Office 2016 attempts to update

When attempting to install the updates for Office 2016 on Windows 10 Enterprise wokstation I'm getting the following in the Application Event Viewer:

Product: Microsoft Office Professional Plus 2016 -- Error 1606. Could not access network location Location of your Public rootfolder\Desktop\.

Most of the searching I've done points to KB articles that are dead links on Microsoft. I did find the KB in an archive site that suggested it was a problem in the registry. I checked the registry and even compared it with another working system - they're the same. The links I did find also pointed to a registry issue. The keys I was looking at were:

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders

and that has: Desktop REG_EXPAND_SZ %USERPROFILE%\Desktop

Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders

and that has: Common Desktop REG_EXPAND_SZ %PUBLIC%\Desktop

I ran a #sfc /SCANNOW and rebooted, still getting the same error. Looking for any ideas at all.

Office 2016 AirSpaceChannel Event Log Error

None of the above actions made any difference; still have same problem.

Did a little more research on the issue. Checking a Windows 8.1/Office 2013 system I have I do not see this AirSpaceChannel.evt file on that system. So, apparently, this is something that has been newly added as part of Office 2016. Also, as part of my
debugging, I deleted the file AirSpaceChannel.evt file and then rebooted the computer. After the reboot, the an AirSpaceChannel.evt file was again created with a very small size (about 4 KB). I then did an online repair of my Office 2016 software. As part
of the re-installation, the AirSpaceChannel.evt log was filled up to it's maximum size of 1024MB and the errors above generated. As a check, I brought up Word 2016, went to the Account section and did an 'Update Now' action. Of course, it reported that no
updates were available but it did create another event log error. So, apparently, every time an Office 2016 product or scheduled task (Office Automatic Updates) requests an update check some information is written to this AirSpaceChannel.evt log and as the
initial install fills it to it's maximum size a new error is generated.

Also, this .evt log has something to do with performance measurement. If you go to Administration Tools and bring up the Performance Monitor, I see this log listed under Data Collector Sets / Startup Event Trace Sessions.

I believe this is a problem that needs to go back to the Office development group to work. The event log has to be increased in size and/or cleaned up occasionally to correct this error. I did find a registry key I can set to turn off event logging for
AirSpaceChannel (HKLM \ Software \ Microsoft \ CurrentVersion \ WINEVT \ Channels \ AirSpaceChannel \ Enabled = 0) but this problem needs to be corrected rather that worked around.

So, why doesn't Microsoft fix it? Duh?

I cannot install or uninstall any application on my system. Also system restore does not work either and fails with the same error.
