Hi, what puzzles me is why this is relatively common, but I've not seen any clear solution.
(It's not happened to me either on upgrade, clean install, old and new laptops).

A mix of in-place repair install and creating a new user account seems to work for some, but this is somewhat drastic.

And that leaves possibilities of 3rd party programs, drivers etc conflicting (attempt analysis e.g. by clean boot, safe mode, Shellexview).

Has anyone seen anything more targeted?

It's all over the place. I can't seem to nail it either. I've got 3 systems here of my own: (1) clean install RTM, (1) Insider, upgraded all the way from TP9926, (1) W8.1>W10 upgrade. The W8.1>W10 system displays this problem occasionally. The one in my other thread that I'm working on is also a W8.1>W10 upgrade. But this thread is about a clean install, so that blew my theory out of the water.

WoW guess I'm lucky then both my computers have never had this issue, both are desktops, one was only upgraded and is 8 years old, to Windows 10 Pro, this one is only 1 year old, and was a clean install. Never had a problem with start menu, I also have Cortana off on both.

Mine has still been toggling on/off...I just uninstalled a component of ASUS AI Suite III that seems to be a problem in W10 - we'll see if that helps. It has something to do with USB ports/energy saving/component availability to W10 (some other stuff, which I can't remember because it was too late last night when I was reading it), but it seemed that it might have something to do with my problem. We'll see. Today BT off.

The following will give you a clean install...but with certain advantages.
If you have an M$ account and are synchronised to the cloud.

If you are prepared to REINSTALL all your Apps....open Settings....Update and Security....Recovery.....Reset this pc.....Choose an Option.

    Choose Keep my Files.

When you next sign into your account all files and SETTINGS are restored.

All Apps are uninstalled but a list of them is left on the desktop.

  9. I used Tweaking.com's utility to try to fix this. Once again it works for about 30 minutes, then the Start button quits working as well as the Calendar and Calculator. I am starting to feel this is not my issue and it's Microsofts...

This is exactly the same here. After reinstall the OS ( keeping the apps. ) I managed to install 1511 updates, but the problem with Start Menu, Calculator, Edge and Calendar stays..... All of this started after the updates prior to 1511 ones.

Just thinking- which AV are you using? There must be sthg on your PC which is having this effect. If there's sthg common to both of you, that may help.

Also, from a working state, do a clean boot and see if things stay working- if so, that would demonstrate sthg installed is doing this. Or failing that, at least try in Safe Mode to see if they remain working. If so, it's a question of what else is running in normal mode that is killing them.
