Windows 10: Multiple Screen Overlapping and Flickering of the Screen

So since yesterday whenever I watch any particular video on my laptop or at random times the screen starts to flickering and flashing and then when I try to close the window it just gets overlapped with another. I tried the uninstalling of the graphics driver and but it still keeps flickering. But when i took a screenshot of the issue and then looked at it, it didn't show up in the screenshot. So is this a hardware issue or still a software one? Also how should I fix this

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

I understand your query. I suggest you to follow the steps to get out of safe mode.

• 
  Press Windows key + R
  
• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.
