Windows 10: Multiple WerFault.exe - Application errors

Hello, I bought a new custom laptop last week and it has been running fine until today. As of today I've been getting errors from WerFault when I attempt to start various .exe's or other Panels like:


"The instruction at 0x00007FFDF85D1C49 referenced memory at 0x00007FFEA29D92C1. The memory could not be read. Click on OK to terminate. Click on cancel to debug the program"


Here are the observations so far:


(1) The majority of exes don't launch (most infuriatingly explorer.exe), but steam games still launch.

-These all give the described error

-Two small applications give "Unable to start correctly (0xc000007b)"

(2) I can't access Control Panel (Although I can access some settings e.g Device Manager and Taskmanager)

(3) Google chrome runs fine, but Edge and Internet Explorer don't.

(4) chkdsk and mdsched both run, but don't report any errors.

-SFC doesn't run so I can't check it

(5) cmd and powershell run but some files can't be accessed (even as administrator).

(6) When I try to factory reset I'm presented with "There was a problem resetting your PC".

(7) I can't turn off the WerFault messages as I can't view the services as it itself gives the error.
(8) AVG Antivirus works and scans don't find any viruses.

(9) When I try to search for or update windows I get "Exception processing Message: 0xc0000005"


My PC specs are as follows:

Intel i7 8750H

Corsair 2666Mhz SODDIM DDR4 (2 * 8 GB)

NVIDIA gtx 1060 6gb

16gb Intel Optane M10

960GB UV500 2.5" Kingston SSD

Any suggestions for fixing this are appreciated as I've been trying to fix it for a while. There's nothing important on it as it's new, so if resetting was possible I'd do that. Thank you.

The exception privileged instruction 0xc0000096 occurred in the application 0x00007FFF57CF66D2.
Click on OK to terminate the program.]
But it will not terminate, & locks all normal functions, I tried to uninstall games, steam, etc. To no avail!
I must reboot by cont.alt.del.
When I click it the same message pops up over & over?

Method 1: SFC scan



System File checker (SFC) scan is done to check if there are any corrupted system files that could be causing this issue. Refer to these steps to perform a SFC scan:



a) Press Windows key + X, select Command prompt (Admin) to bring up elevated command prompt.

b) In the command prompt type the following command: “sfc/scannow” and press enter.

c) Now, restart the computer.



Method 2: Memory Diagnostic tool



If the above steps didn’t help, I would suggest you to run the memory diagnostic tool and check. Refer to these steps:



a) Press Windows key +X, select Control panel.

b) Change the view by option on the top right to Large icons.

c) Click on “Administrative tools” and select “Windows memory diagnostic”.

d) Click “Restart now and check for problems” .



Method 3:



If none of the above steps helps, you can temporarily disable the WerFault service to stop getting these errors. Refer to these steps:



a) Press Windows key +R, type “services.msc”.

b) In the services window, locate the “Windows Error Reporting” system.

c) Right click on the service and select properties.

d) In startup type, change from “Manual” to “Disabled” and click OK.
