Windows 10: My account got hacked. When tried to recover my purchase history is not visible and...

My account got hacked today with this mail *** Email address is removed for privacy *** of the hacker. When I tried to sign with my original mail it told that account email doesn’t exist. So I created a new account with same email address but somehow it’s getting linked to that hackers email. When I log in to my mail I am not able to see my purchases as well as Microsoft learn account has been reset. I had applied for a certification exam as well which now I don’t know what to do. My purchases are also not seen in order history for games
