  Press Windows key + R
  
• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.
