Windows 10: My computer screen is white along the top

Yesterday my computer screen was black along the top, for about an inch, but today it is white. It happens when I'm using a browser, and when it does I can't see the top of the screen to maneuver through my programs or close them out. I restarted my computer yesterday, and that helped, but it is happening again today. Please help! Thanks!

White screen on computer

I turned on my HP 7 Notebook this evening. A white screen came up immediately. I am unable to do anything with the computer. When I reboot it is if I have not turned off my computer. I also unplugged the power cord and removed the battery, no changes.This looks as if it could be a major problem.

Any suggestions?

 

Chrome---lots of white space at top of screen

Not exactly sure how to word this. When I go to Chrome, this is what I see, from top to bottom:

1. Tabs at very top.
2. Address bar.
3. Below address bar, huge amount of white space, then a line.
4. Content.

The huge white space takes up precious screen space. I want to get rid of it. At one point, Chrome/Google had some stuff there, which I deleted. But I cannot find a way to remove the white space. This wasn't there when I was running Windows 7 two weeks ago.
Now I am running Windows 10.
