Windows 10: My computer won’t let me sign in

I just bought my computer second hand from cousin who used it for school, and i had to factory reset it because it still had all of his information on it. the first time i tried to reset it, it died or something before it could finish. i say or something because even though it’s been charging for a while now, it won’t get past 30 percent. i just bought a new charger so maybe that will help. once i finally got it to stay on long enough for it to fully factory reset, i’ve had issues with signing in. it won’t let me create a pin for it. every time i try it says there was an issue and to try aga
