    Hello people, My cpu base speed is stuck at 0,8 GHz, otherwise my CPU is doing well. The only problem is that i now cant update window because the cpu is lower than 1GHz. Window require a CPU that is higher then at least 1 GHz. I have a Intel core i7 -4790K.   2. CPU stuck at 0.38 Ghz when charger is plugged in.

    Thanks for your reply, unfortunately none of these suggestions changed anything and the CPU speed still immediately drops to 0.38 Ghz when I plug it in. Is there anything else I could try?

  3. DPTF is causing my cpu to run at 0.96 ghz after sometime after startup

    The problem here is that the CPU speed is not changing when it needs to, being stuck at 0.96 ghz.

    i.e., when I run a video game when the bug is active, the CPU speed will remain stuck at 0.96 ghz instead of the usual 2.6 ghz, causing my fps to drop to 10-15 (if I'm lucky), and GPU temps to remain at ~62 degrees, instead of 90.

    Furthermore, during normal usage, my CPU speed rarely drops to below 1.5 ghz anyways (because I'm usually always on Google Chrome), and the CPU running at 0.96 ghz has very noticeable effects on just about everything I try to do (loading a webpage can take
    up to 30 seconds).

    I am aware of modern CPUs slowing down when needed, just that the bug here is causing it to not speed up again when required.

    CPU not running in full speed in Windows 10

    I am experiencing the same problem reported by mkroshana.

    I have a Samsung laptop with the Intel i7-3517U CPU.
    It shows a base speed of 2.40 GHz and an actual speed of .79 GHz.
    I have tried so many suggested 'fixes' that I couldn't relate them all.
    Here are several things I have discovered - mostly through browsing the internet:



    1) I can use the Device Manager to change the Processor drivers (1 for each core) from the 'Intel Processor' to the 'Processor' (picked from driver list) and I get a steady CPU speed of 2.40 GHz.
    This is a fixed processor speed and my system is dramatically faster.



    2) If I use the 'Intel Processor' for the 4 cores, I get a boosted speed ranging well over the 2.40 GHz for approximately 1 minute following boot-up, after which it fades to a steady .79 GHz - never to vary from that regardless
    of the load on the system (I have run stress tests).



    3) If I use the 'Intel Processor' for the 4 cores and boot up in 'safe mode' I get what I suspect is the proper performance of the CPU - over 2.40 GHz when stressed and well below that when not.
    This performance behavior does not go away with time.



    4) I have installed temperature reporting software on my system - CAM from NZXT - and it reports CPU temperature at a fairly steady 50 - 60 Deg C, depending on the stress I put on the system.
    This is well below the maximum rating for the CPU of 110 Deg C.



    I did not have this problem before I migrated from Win 8.1 to Win 10, but I do not know when, after the upgrade, the problem began to occur.
