My NAT Type says Teredo is unable to qualify

On my PC that is connected with a Ethernet cable it says under Xbox Live Multiplayer, NAT Type is Teredo is unable to qualify and my Server connectivity says Blocked and I have checked the NAT type and Server connectivity on another PC and it all worked
the NAT Type says "Open" and its on the same network just wireless, I have tried everything clicking the fix it button, checking IP Helper, making sure I have the Teredo Adapter Downloaded (which its not and it doesn't show when I try to add a Adapter), tried
commands in the command prompt, I tried PowerShell (both in admin) and I also rang iiNet (My ISP), Xbox Support and Microsoft Support and none of them knew anything.

If you have already done those steps as you mentioned in your description, you may proceed to open the network ports and setting a static Teredo port by following the steps on this

Teredo is unable to qualify

For the last three weeks I've had the same problem of not being able to join parties with the Xbox App, and I assumed the problem would go away on it's own. The problem is that it says my teredo is unable to qualify and so I did all the solutions listed
on the website. I believe to have found the problem as teredo is absent from the network adapters area under device management completely. When I go to add legacy hardware to install teredo back, it's just not on the list... any advice? I make videos using
the xbox app and this has completely prevented me form doing so!
