Windows 10: my whole internet is used by system thats my i am unable to use other apps

most of my internet is used by system even I am on metered network all I stop all the background app still system using my internet please help me to solve this issue

Unable to use system restore in Windows 10

We suggest that you run the DISM tool by following the steps below:

• Press Windows key + X on your keyboard.
• Choose Command Prompt (Admin).
• Copy or type this command:
  
  dism /online /cleanup-image /restorehealth

We also recommend that you create some changes on your computer like installing some apps before performing the System Restore so that the system will detect some changes to be reverted.

1. Press Windows key +X, select Control panel

2. Change the view by option on the top right to Large icon.

3. Click on troubleshooting and click on the view all option on the left panel.

4. Run the Internet Connection troubleshooter.
