Windows 10: my windows 10 is broken

hi i'm having this problem for like a month that i can't run anything as admin

my windows defender service is disabled and can't be started

my firewall and task manager were disabled as well

when i run cmd as admin to enable them it runs as a normal user like c:\users\<username>

im sure this is a virus but i can't do anything i updated my windows - tried to repair using the windows cd - enabled administrator user account to use cmd which didn't work i couldn't run anything as admin in there as well

i really don't know what to do is there anything to repair the windows or reset its accessory options ?? because it's like i don't have access to my own computer

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
