Windows 10: Needing help with dual-monitor wallpaper

Ok, so I have a Dual-Monitor Set up, as i'm sure a lot of people here do. I have 2 separate wallpapers. One for each monitor. They keep changing. I do not want them to change. I have tried registry edits, and looked through the Settings, but can't seem to get it to stay. Can someone point me to the right direction?

Dual Monitor Wallpaper

Running Windows 10, version 1607, OS Build 14393.576.

Immediately after swapping from Windows 8 to 10, dual monitors with separate wallpaper was not a problem. After one of the updates, the ability to choose separate wallpaper for each monitor has been lost.

I am unable to select different wallpaper for each monitor. Right clicking on the desktop and selecting "Personalise" brings up a settings window with the "Background" highlighted. There is a preview at the top of the page, "Picture" is selected for Background,
and just below is a selection of images. Right clicking on
any image gives the same result of "Set as desktop background", no other options.

Bringing up the run box and entering "control /name Microsoft.Personalization /page pageWallpaper" brings up the (control panel/all control panel items/personalisation/desktop background). Right clicking on
any image gives the same result of "Set as desktop background", no other options.

Any ideas?
