Windows 10: NET Framework 3.5 error Error code 0x80070002

I recently bought a new PC, and one game I want to play requires NET Framework 3.5, but I get the above message. I am online, I have tried going into Windows Features and sure enough NET Framework 3.5 is there, I click it to turn it on but it still says "windows needs files from windows update to finish installing some features", with the option to download files from windows update or not to connect to windows update. When I click to download files, I get the above error code saying windows couldn't find the files.


Now, the seller of the PC did mention to me he did something with windows updates. I'm not sure what he did but it makes sense that this is the problem. I can't get into contact with him, I'm assuming he changed it to not update automatically. But now I cannot download NET Framework 3.5 in any way.

I'm trying to install this for the Hearts of Iron 3 launcher, and the Fall from Heaven mod for Civ4, among other things in the future. Every time I try, I get that error code. I'm running Windows 10.

OK, the Windows 10 Feature installation method should have been straightforward, but since that errored out as well, something else seems to be going on with your Windows, so wait for somebody with more experience to suggest a way out.

In the mean time, if you haven't already, you could give muchomurka's suggestion a go as well with the elevated prompt and an install media to see if it works. The following link shows the detailed steps involved.
