Windows 10: Net Framework 4.8 How To Install To A USB?

Hello, I am trying to install .net framework 4.8 to a usb so I can use it on a computer where I dont have access to download it on. I decided to download it to a usb but when I do, it says .NET Framework 4.8 or a later update is already installed on this computer. I know my computer has it downloaded, but I'm trying to download it to my usb. How do I change where net framework 4.8 downloads to my usb?

Microsoft .NET Framework 4 is already a part of this operating system. You do not need to install the .NET Framework 4
redistributable. when installing it. To verify if it was already installed, kindly follow the steps below:

• Click on the Start menu.
• Type Turn Windows features on or off.
  
• Press Enter.
• Check if you have Microsoft .NET Framework 4.0. If so, tick the box beside it.
• Click on OK.
