    .net framework unrecognized or not running


    Upon startup today my Windows 10 v 1903 computer is unable to launch various programs at startup with the error message that .net framework 4.0 is required. Ran windows features and .net framework is not one of the options to check. .net environment and .net extensibility is an option but when checked they don't stay on.

    I tried downloading and installing .net framework 4.8 but it would not install, giving the error message that .net framework is already installed.

    I looked in services and .net framework is not a listed service

    I also ran the .net repair tool and that did not solve the issue

    The only thing that seems to have changed since last boot up is that Microsoft Edge and OneDrive got installed. i uninstalled them but it didn't make any difference.

    I did run SFC /scannow and the repair tool and neither did any good

    Don't know if it is related but something else strange is that the windows powershell won't launch. I have to run cmd or command as admin in order to get a command prompt
