  1. Network Activity by Delivery Optimization despite being turned off

Noticed this today on my laptop currently running Windows 10 Home x64 v1803 build 17134.191.

This happened when I ran the Settings app and clicked on 'Update & Security' whilst the system was still settling down immediately after Windows startup. I noticed that it was already checking for updates without me having to click the 'Check for updates' button. I got the 'You're up to date' message after it was done. The Delivery Optimization service continued to display network activity for a few minutes even after the 'You're up to date' message by Windows Update.

Subsequent checks for update rightly uses the Windows Update service.

Also noticed that Microsoft Store had updated an app minutes ago.

Considering that my laptop is the only Win 10 system on my home network, what was Delivery Optimization downloading and from where? Most importantly, why is it active despite being turned off in settings. Is this a known glitch? Appreciate some insight on this. TIA.

    :)
