Windows 10: Network and Disk Utilization at 0%, and I'm having issues connecting to servers.

Both my network and disk utilization in task manager is at 0%. Sometimes they'll go to 1%, but never high.I once saw the network go to 30%, and then drop to 0% within a few seconds.This is most noticeable when I am on a Discord call. The call is constantly disconnecting and reconnecting me. My dad tried putting in a new network card and the problem persisted. I've also noticed this while watching Hyperbeam with my friend, the stream constantly being disconnected. While writing this, I just notice the percentage in my CPU dropped to 3, though it's risen to about 10% now.I've also updated my dri

Windows 10 100% disk utilization

I have a relatively new laptop (Christmas 2017) noticed that it was running slow. In Task Manager it is showing 100% disk utilization.

I have scoured the web and have tried all applicable fixes and have not resolved the issue.

this is maddening anyone have any suggestions

only 7% cpu, 40% memory 100% disk, 0% network
