Windows 10: 'Network Error', 'Windows cannot access... You do not have permission.

I've got a new computer running Windows 10 Home v 1909 which I'm adding to my Home Network via wifi ['Private']. I've got the following options selected...

Under Advanced Sharing Settings --

Private Network 'Turn on network discovery' radio button 'On', 'Turn on automatic setup...' 'Checked'; 'Turn on file and printer sharing' radio button 'On'

Guest or Public Network, both Network Discovery and file/printer sharing radio button 'Off'

All Networks 'Turn on sharing..', 'Use 128-bit encryption...', and 'Turn off password protected sharing' radio buttons selected
Under Services -- Function Discovery Provider Host; Function Discovery Resource Publication; SSDP Discovery are all running with automatic startup

In looking at Advanced Sharing for the Data Partition I want to share from this new computer

Share Permissions show user name 'Everyone' with 'Full Control', 'Change', 'Read all' set to 'Allow'

The Partition; Properties; Sharing tab shows that it is shared with the proper network path shown

Under 'Password Protection' I've got... 'People without a user account and password... can access folders shared with everyone'
In looking at \\localhost on the 'new' computer it is showing my Data Partition with its subfolders along with 'Users' public folders/items.

This computer is able to properly access other computers on the network that I have already set up to share files/folders.

The problem arises when I try to access this 'new' computer from either of the two other Win10 computers on the network. The computer appears as an available networked computer with the proper name, but when attempting to 'Open' I'm getting a 'Network Error', 'Windows cannot access... You do not have permission...'

I've changed permissions a couple of times on the 'new' computer with restarts et al with no help. Doesn't appear to be a network problem as all the computers can 'see' each other just fine. More so a Windows permissions 'thing', but darned if I know what that might be....

Any help/ideas you can send this way would be much appreciated

Permission to access network

Hi Kristen,

You might be experiencing this issue because you lost permission to access the network resource or shortcut after upgrading your computer. To better assist you with this problem, we would like to know the following information.

• Are you using the shortcut to access a file or folder located on another computer in the network?
• Is the file or folder located on the computer that you recently upgraded?
• What is the exact error message that you received when accessing the shortcut?
• Are you using a homegroup to share files between devices on your local network?
• What troubleshooting steps have you tried so far?

In the meantime, let's run the Network troubleshooter. This troubleshooter finds and fixes common connection problems. Here's how:

• Click Start.
• Start typing Network problems, and then select
  Identify and repair network problems in the results.
• Follow the steps in the troubleshooter and see if that fixes the problem.

cannot access file/or permissions

I have a file i need to run on Windows 7 Home Premium. I get the error message saying "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."

So I right click and choose Properties to access the permissions but I cannot. In the Security tab I get a message saying, " You do not have permission to view or edit this objects permission settings.".

Next I boot into the Windows 7 Hidden Administrator Mode - and even with this I get all the same error messages.

Please help me as I really need to run This file.
