  2. Settings icon on left of menu doesn't lauch settings after 1709 Fall Creators Update?

    Thank you Radney and Jigar,

Upon request in my other problem questions related to 1709 I was asked to open a Feedback Hub issue, and I have done so:

    Feedback Hub - Windows Insider

After the rollback to 1703 fixed everything, and then the accidental upgrade to 1709 broke it all again, it is clear it is something in the 1709 update itself that is causing the issues.

(I forgot to uninstall the 1709 update so 1st boot after 1703 rollback the 1709 update applied again)

So I have twice updated to 1709 and have confirmed identical problems each time, and I have twice rolled back to 1703 and all problems go away and my system runs very nicely again (no Blue "Please Wait..." every boot, not icons moved on desktop every boot,
settings icon on left of start menu works, etc..)

However, after having been through 2 complete rollback - I can confirm the Win10 Rollback/Downgrade code works very, very well. Kudos for that New 1709 rollback to 1703 :)
