No advanced Startup Options (Safe Mode)

Hello everyone. This is my first post here. I could really use some help. I am in the process of reinstalling my system. I am running a newly installed 10x64 pro. Part of that requires I install Dragon Naturally Speaking. However, I cannot do that; I get a 1303 error during install. That is because of a lack of appropriate rights on the c:\users\all users\desktop folder. (That in an of itself is odd because I'm running in an admin account and the msi as admin as well.) I am unable to change the permissions on that folder regularly. In order to change the permissions I need to reboot into safe mode. However, none of the things I've tried can get me to where I can boot into safe mode.

Settings < Update and Security < Recovery < Advanced Startup leads me to a screen when turn off PC is the only option; safe mode is not there.

Holding the shift while hitting the power button at the login screen just results in a regular restart.

"bcdedit /set {default} safeboot minimal " does nothing

Simply, why is it that I'm getting no advanced boot options?

    :)

Ask Cortana about safe mode. Update and Security settings. Recovery. Advanced startup.

Then after reboot select startup settings. An option screen will appear. Option 4 is safe mode.

Hi, you need to use SHIFT + left click Restart (not the power button).
What happens when you do that?

If you can't see advanced startup options at all, most probably your recovery partition (the one created when Windows is installed) either does not exist, or is disabled or inaccessible.

Please try this command from an admin command prompt - note the Enabled status for the recovery environment...
