Windows 10: No notebook available for Cortana.

I am using Windows 10 Pro edition not educational in the USA, Windows 10 is completely updated, and when opening cortana, there is no notebook - only sign out, settings, feedback, and about. All settings are set up, and permissions are given, but there is no option that says "Cortana can give you suggestions, ideas, reminders, alerts" to enable, only keyboard shortcut, microphone, voice activation, privacy, and the hardware option.
I see that cortana is now through the microsoft store, and I installed through there to see if that would help. It did not. Furthermore, I recently completely reinstalled windows, so I don't believe it's that. Lastly, I have "reset" the app through the additional app settings in windows settings, and that did nothing.


Any suggestions? Is there somewhere else I should be downloading the cortana app from?

Cortana Notebook

In order to enable the Notebook icon in Cortana, I suggest you to check if you have enabled Cortana.

To enable Cortana, please follow the steps below:

• Go to Cortana.
• Go to Settings.
• Turn on “Cortana can give you suggestions, ideas, reminders, alerts”.
