Same problem here, except I can't even launch in safe mode, I get a black screen with the cursor active when I should be getting desktop.
I found this on a different forum:
I managed to do that, but still nothing after a restart.
I'm at my wits end because If I can't find a solution to this it will be my 3rd reinstall this quarter on a clean system due to it's whims when it has nothing but offline work done on it. I think I'll just revert to 7.

  3. Disabling Windows Biometric Service can cause slow logins. Some websites recommend stopping Windows Biometric Service if you don't have a fingerprint scanner or similar. But the service will not stop. Turns itself back on if you stop it.

After boot without Windows Biometric Service, there is a long delay before the user sees the password prompt. The lock screen works, but the login screen only has its icons in the lower right corner. The password input box will eventually appear, but takes a long 3 or more minutes.

No password prompt at login screen. Can not login.

I have the same problem of reaching the startup screen but not able to get to the login screen, windows 10. I have found that by selecting the shut down icon in the bottom right hand corner and selecting restart (*Note not the shut down option), the computer restarts and allows you to sign in. I have reinstalled windows with the option of keeping documents and the problem remains the same. Obviously by selectin the restart option, whatever is preventing initial sign in is cleared but does not clear if shut down and restart is selected.

  6. Seriously all help appreciated, got my things also still locked up.

    Login prompt missing completely.

Hard resetting 3 times worked ONCE (messed up with recovery menu autoreboot-countdown, maybe because bluetooth keyboard, switched to wired now)

Now all I get is the usual pretty wallpaper with date and time, after keystroke lowright corner has three icons, connection/some interface-stuff/power options.

    tried
    shift-restart
    cmd-prompt
    ctrl alt del
usb recovery. All BIOS- related seems to be out of reach.

Funny thing is, got this problem while rebooting in <<<<SAFE MODE>>>>, trying to fix some minor periodic cmdupdate- screen popup.
Could this be some hardware failure?

I don't think it's hardware, we're all having the same problem and I believe it is the result of a windows update. Since we're locked out of pretty much everything, I don't think there will be a solution that doesn't involve reinstalling. I'm not sure exactly what happens on a reinstall, but I REALLY don't want to nuke all of my installed applications.. this is really frustrating.. I have tried the recovery USB stick with no luck, next I may try the repair inside the install ISO.

No password prompt at login screen. Can not login.

Close your machine. Keep your finger on the power button until it starts and goes off again, do this twice more and it should go into he options screen on the third go. It worked for me, I selected fix startup problems and when it restated gave me the login screen again.

While I haven't tried this particular method, I did make a recovery USB stick and tried the "repair startup" option and it was unable to do so..
I also tried restoring from a previous point and since I removed my windows store the restore failed...

If you've got a laptop with an SSD for fast booting, you've got an extra challenge, as others have pointed out, because the F8 option is disabled, and booting is too fast to follow most of these directions, including those below, unless you're careful about WHEN you hold down the power button.

After restarting (Shift+Restart [from menu option in lower right of blank login screen]), wait until you get part-way through the bios screen (do NOT wait until bios screen is past), as soon as circle progress starts to signal the machine is finishing the bios screen hold power button down (2-3 seconds is all it will take) , the machine will go off. If you wait any longer than this, a fast booting machine will go almost immediately to the login screen (windows will already be running) after an extremely brief black screen. After the power is off, wait a few seconds and press power 'on' again. I only had to go through this 2x before I got the blue recovery start menus. Once in, you should be able to find the issue.

My particular problem was something (a new update for a new build? weird.) turned off nearly all of my default system services, and once I turned all back on through msconfig, all has been fine.

  11. OK, got the same thing and after hammering on the ENTER-key I did the following. Go into group policies and make sure you enter Windows without entering your password. OK, bit unsafe but it's better than staying stumped on the login-screen wondering what to do about it.

And it boots up a tiny bit faster...

Go into group policy? Well, I couldn't get in at all, couldn't get into safe mode at all-- so after two weeks of a mostly dead desktop PC I did a reinstall over my old install, it made a Windows.old directory that I extracted my files from and now it's up and running again on a fresh install. I'm furious I had to do this. I used Windows 10 Manager to make some tweaks when I first installed Win10, one of which was to uninstall the Windows Store. This made all of my restore points useless, as it couldn't restore the Store, rolled back the restore and brought me back to zero.

I like Win10, it's faster, more secure and I'm glad they changed their ridiculous full screen start menu, but the ability for people who know what they're doing to get in and fix things when the OS won't boot has been gutted, nerfed, whatever you want to call it, it's F'ed now.
I did some research and it seems someone has put together a PE environment boot disc, but I think it's outdated... someone, or Microsoft needs to make a very easy to use win10 environment that boots up no matter what and lets you modify/save/restore your current OS, this is just plain unacceptable.

So yeah, since nothing was available to me, I did a reinstall w/o formatting and now I'm back, albeit without any of my apps.

  14. Hey all, I got this problem 2 days ago and tried everything in this thread with no luck. However, I eventually fixed it by rebuilding the OS boot sector. You need to do this through cmd, and as shift+restart, or crashing it wouldn't bring up any troubleshooting mode. So I had to use a recovery USB, that I made using someone else's laptop.

Load it up via boot options. Then select your language, etc. then select repair your computer. From the troubleshoot window > advanced > command prompt. Once in command prompt run "bootrec /scanos" (sometimes it will only work with no space between the "/" though generally, it needs a space" /" so "bootrec/scanos"

It will then give the drive letter that the OS is on, (remember it's a different drive letter than what you would think, so probably not C: ) then select the os e.g. if it said the OS is on E: just type in "E:".

Then run the command "bootrec /rebuildbcd"
    Then "bootrec /fixmbr"
    Then "bootrec /fixboot"
then type "exit", restart your computer... and Voil *Biggrin

PS. My issue started after going into safemode, via msconfig. After that no login prompt, or time displayed. I believe it was caused by a "Critical windows update" that I had received that following day.

This post just saved my baby and also the free world! Seriously, I can't believe the rest of the "how to boot into safemode" websites don't mention this. Nothing else worked for me. You utter, utter champion! I signed up here exclusively to worship you publicly.
