You were given an advice to create a new user account to check if the old account is corrupted or not. Post #12.
Suggest that you heed the advice.

.........I created a "New Account" and When I Right Click on Programs and Features it Opens like it should to the Control Panel.............

LEFT click at programs and Feature will suffice.

    Your initial question was .........................
"Nothing appears to happen for example if I click on Programs and Features [ it does Not open the Control Panel ] or none of the other listed Items open anything."

So now, Control Panel Home is opened and you have Programs and Features.
So, what is the problem ?
    Sorry, you lost me.

So, what is the problem ? when I'm in my Original Account if I Right click (Windows Icon on the Taskbar) the list of items opens , but Nothing appears to happen for example if I click on Programs and Features [ it does Not open the Control Panel ] or none of the other listed Items open anything.

In My New account if I Right click (Windows Icon on the Taskbar) the list of items opens , and for example if I click on Programs and Features it Does open the Control Panel .

It appears that my Original Account may be corrupt .

That is a clear and precise reply. Your post #15 is not, and I misunderstood you.

Now that you've concluded that your old account is corrupted, backup any personal files you want to keep, then delete the corrupt account.
I always tell people under this situation that they will have to reinstall all their 3rd party programs.
Someone once said I did not have to do that. But I don't know a better way.

You can keep your same Microsoft Account login, if you are using MS Account login. Convert you old user account to a local account to disassociate the MS Account login with it. Convert your new user account to a MS Account login and assign it your existing MS Account. Then copy over your personal files you want to keep and delete the old user account that you converted to a local account.

This will have no affect on any user accounts you might have on other computers.

A clean install of Windows 10 would fix the problem too, but not because Windows itself was fixed, it would be because a clean install would also delete the old corrupted user account.

    A FYI =
I used NavyLCDR suggestion ( You can keep your same Microsoft Account login, if you are using MS Account login. And I'm pretty much back up to Normal Having most everything backup and using Ninite Ninite - Install or Update Multiple Apps at Once to reinstall some programs along with MozBackup MozBackup - Backup tool for Firefox and Thunderbird to get Firefox back to where it was it was Not to bad of a experience .

    Thanks again for the help

  10. You can wrap your quotes for others using the "Reply with Ouote" option or surround the text with the standard quotation brackets since your replies are coming out like hyperlinks at times.

Glad to hear NavyLCDR's suggestion for seeing account created smoothed things out. This is why I had waited until you replied to find just what type of install you saw there before any mention of a repair or followup clean install since a second upgrade to repair a first generally won't work as it carries the problems along with it.

Typically a smooth operating previous Windows install whether for 10 or a previous version has the best chance for a successful upgrade to begin with. I have even seen clean 7 installs trashed with buggy outcomes on 10 upgrades at times and why those simply can't be repaired. With a clean install however you can still try some in house repair options before considering one of the two "Last Resort" options which apparently did the job for you.

You might still want to give the SFC or System File Checker tool a run just the same however to see what that reports. If there are any other minor problems that can usually clean them up. Simply right click on the Start button and select the Command prompt(admin) option there and type "sfc /scannow" in at the prompt, hit enter and watch for the results. From having seen a clean install even those at times may not see something fully unpacked to the drive why the tool can come in handy for minor issues.

Night Hawk "You might still want to give the SFC or System File Checker tool a run just the same however to see what that reports."

I'm running that now.. Windows Resource Protection did not find any integrity violations

I started to follow you directions " right click on the Start button and select the Command prompt(admin) " and AGAIN No response if I Right click (Windows Icon on the Taskbar) the list of items opens ,
but Nothing appears to happen for example if I click on Programs and Features [ it does Not open the Control Panel ] or none of the other listed Items open anything.

The Right click was working , I have only reinstall my programs .Listed below

    Firefox, Chrome,AVG,Filezilla,Glary Utilities Pro,HotAlarmClock,Logitech Mouse 570 Malwarebytes.Malwarebytes-AntiExpolite,MalwarebytesAnti-Ransomware,MozBackup,SeagateDashboard,Memeo Premium,7 Zip,Adobe Reader,Adobe Air,CCleaner.Lastpass.
    Ninite[used to install some programs],VLC.LibreOffice,Picasa,ImgBurn.

All the other programs were all ready installed .

davidhk "Nice to know you have fixed it." Well it was Fixed for awhile

    Any Ideas or help

I would uninstall the programs in red and see if it helps.

I haven't used AVG in years but it might be part of the problem too.

  14. I hate to say this but that type of problem has been reported from buggy upgrade not clean installs but....??? I have to suspect a buggy clean install instead! The ultimate solution is of course the last resort option to clean up all problems.

Maybe a look at the media you used being the source of the problem would be one idea. On past occasions when any install for older versions like Vista, 7, the 8 Customer Preview, or even a custom install seen for a Linux distro coming out flaky would mean the write of the iso to the flash drive being used wasn't good or the drive itself was suspect where another one was to be used for the next attempt which would then come out good. On other occasions however it was simply the second attempt that suddenly took off to end up with positive results.

One non MS blog for three separate remedies for problems being seen with the new Start menu instructs on how to use the Powershell "Second method" to get the Start menu repaired. Fix: Start Menu Disappears in Windows 10

The problems seen with the Start menu are unrelated to which av program you are using since a buggy upgrade install will also see this type of problem with other programs in use. When the 10 installer doesn't see something unpacked to the drive fully you end up with this type of problem even before the av program is even installed when upgrading from a previous version as well as for totally new clean installs. I suspect you haven't been using the Start menu much and why this is only now being found.
