Windows 10: No taskbar, no icons appearing

I can't get into the settings to factory reset my computer. I use windows buttom + i. It never loads. I already tried going into powershell and copy and pasting what's normally pasted into there. It never finishes loading up the command so I just close it after. Please Help me.

Hello,how do I enable shift lock on Windows 10? Somebody help!!!

I take it you can`t open search ?

 

Yeah, cant open the windows search either. I press the windows button and it doesnt open.

 

Sorry but what i meant was, when I open the settings with windows + i it opens the settings window and it just shows the circut with the blue background. It stays like that and never loads settings farther from that.
