Windows 10: Not sure how to fix

When i login my desktop flashes white and my taskbar is gone my icons glitch into white files i can't run any shortcuts and i can't open anything not even settings, etc, this is the same in safe mode i've even did a cloud reinstall of windows even sometimes when i login it says to activate windows even my system lights not including rgb are off when my pc is off

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

Not sure where to begin

I suggest you perform a clean installation of Windows 10 but if you want to troubleshoot install latest version of network card driver from network card manufacturer website.

If installing latest version of network card driver on Windows 10, you can also use the "Network reset" feature to fix Wi-Fi or Ethernet connectivity problems after installing an update or at any time that you can't connect to the network.

To reset the network adapters on your device, use these steps:

1. Open Settings.
2. Click on Network & Internet.
3. Click on Status.
4. Under the "Change your network settings" section, click the Network reset option.
5. Click the Reset now button.
