Windows 10: Nvidia control panel wont open and shutdown/restart takes forever.

Just started happening out of nowhere yesterday on Win 10 Pro - 1903. Takes like 10-20 minutes to restart or shutdown and the Nvidia Control panel won't open, other applications have been crashing and behaving oddly. I have wiped the drivers with DDU and tried both the standard version and DCH drivers with the Windows store app.

I wonder what is causing this. It's horrible and making my system pretty much unusable and now I can't calibrate my display, because I can not access the Nvidia control panel.

No updates were installed "recently" when the issue started. The last thing that was installed was the "Sound Blaster command" application for my AE5 sound card, but that was like a week ago. I've seen a good few posts online with the same 3 issues happening around the same time "slow restart and shutdown and Nvidia control panel no longer working".

Things I have tried.

1. Scanning the OS for corrupted files.
2. Wiping Nvidia drivers with DDU.
3. Disconnecting all USB devices.
4. Wiped audio drivers
5. Updating to 1909.
6. Can't do a system restore, system protection is stuck on "scanning" for available drives.
7. Tried getting into safe mode, kept getting a black screen after the restart when trying to access safe mode. Eventually got into safe mode, shutting down or restarting from safe mode seems to work fine.

Windows 10 version 1903 Nvidia Control Panel issues.

information.

1. What is the Make and the Model of the computer?
   
2. May I know the Model of the nvidia Graphic card?
   

I suggest you to try the following methods and check:

Method 1: Change the output dynamic range to full.

1. Open nvidia control panel.
   
2. Click on Display.
   
3. Select Change resolution.
   
4. Output dynamic range
   
5. Set this value to Full.
   

Method 2: Update nvidia Graphic driver.

Suggest you to update the nvidia Graphic driver from the

nvidia website and check if it fixes the issue.

Hi,

Thank you for posting on Microsoft Communities.

I would suggest you to uninstall existing NVIDIA control panel and restart the computer. Visit the NVIDIA website, download and install the drivers manually.

After you install the drivers, restart the computer and just right click on your desktop and look if the NVIDIA control panel is listed or not.

• In the Type a name for this shortcut box, type Control Panel, and click Finish button. You can now double-click on the Control Panel icon on the desktop to quickly launch the same.

Step 5: Pin Control Panel to Start or taskbar.

  In the Start search box, type Control Panel.
  
• 
  When you see search results, right-click on Control Panel entry and then click Pin to Start to pin it to the Start menu or screen.
  

Note: Clicking Pin to taskbar will pin the Control Panel to taskbar.
