Windows 10: Occasionally get windows error after Turning off PC

I sometimes I get windows error after Turning off my PC. It goes away quite quickly so I can't read it. I scanned my PC for bad windows files and there all good. I also scanned both of my drives and they are good as well. I do have BSOD issues when I update my driver's and I think the 2 are related. Any help will be appreciated!

Windows Defender for Windows 10 will not turn on for Occasional Scanning

Windows Defender for Windows 10 will not turn on for Occasional Scanning on my PC. I have WebRoot SecureAnywhere for as my main antivirus software. If I change the settings in Windows Defender Security Center to turn to Occasional Scanning to ON, and Click
OK in UAC, as soon as I do that, Windows Defender Security Center Occasional Scanning turns OFF.

Does anyone have any suggestions on how to fix?

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??
