Windows 10: oem to retail

I recently bought a windows 10 oem version and had meant to buy a retail version, the license has not been activated or used at all, is it possible to pay some extra to upgrade to a retail version?

OEM or Retail?

If I'm building my own PC, should I get OEM or Retail? Everyone keeps saying OEM is your best bet, but wouldn't it be altogether safer to go with Retail? Say for example, my motherboard shorts out or gets damaged shortly after I install Windows. If
I had OEM on it, I would have to buy an entire new Windows license. BUT, say I installed a Retail version instead. I would then simply order a new motherboard without purchasing a whole other Windows, right? I just don't understand why so many people are
pointing me to OEM when Retail sounds like a much safer bet.
