    After a Restart, all the apps that I had open and running before shutting down are reopened (and all tabs in a browser, if that's one of the apps that was open before). In Creators Update this didn't happen, apps were closed on shutting down and stayed that way on a restart.

    Is this a new feature, or a bug? If it's a feature, does @Brink have a tutorial to turn it off? It's annoying *Smile

    Hi, I had this issue after Fall Creators Update with apps from last session reopening when power on but I fix it by turning off Fast Startup in Power Options. You should try to see if it works for you

    Restart on Start's power button. It also does it using Restart on the Ctrl-Alt-Del power button.

    It also does it on Start Menu>Power's 'Shut down'. I have fast startup turned off. Windows 10 Home, 16299.19.

    Same problem, when i not close Chrome and click on restart button in start menu, he reopen Chrome in same state as it was.
    - Background run apps disabled
    - Chrome settings not allowed stay in background
    - Fast boot disabled in Power settings

    Perhaps it can be disabled in Group Policy, need look.

    Apparently it's said that this is a new feature for 1709 and should be optional....

    Tried it - can't turn it off that way. *Sad

    It would appear my Start Menu's Restart/Shut down options are now configured to use the (new?) g or sg options available in the command line shutdown ...

    I also have this problem, help. First I updated from 1703 to 1709 and there was such a bug. Later, I completely reinstalled the system with full formatting, and this bug appeared on the new OS.

    My other PC does the same, all open apps return on a restart (10 Pro (x86) 16299.15)
