Windows 10: OneNote App Won't Install - Error 0x80070490

I just started using the OneNote app in Win 10 (64-bit). It wouldn't start at all (no errors, just ignored me). If I ran an app "Repair", then it would start. But the next morning it wouldn't start again unless I repaired it.


I tried doing an app "Reset", but then it would not start at all (again, no errors, just a silent fail, and no process running in task mgr). I then tried an uninstall, which removed OneNote from the Settings Apps list, but it still shows in my Start menu.


If I go to the Store, it tries to install it, but the install fails with Error 0x80070490 (no more info available). I tried from Powershell using Get-AppxPackage -allusers Microsoft.Office.OneNote | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”} but that gives the error "Add-AppxPackage : Cannot find path 'C:\AppXManifest.xml' because it does not exist"


Other built-in apps are working. The system is otherwise healthy. SFC and DISM scans both return with no problems found. A/V software (Avast) doesn't find any issues, and disabling Avast doesn't allow install either.


I get the feeling I have a partial OneNote installation gumming up the works, but no idea how to get rid of it so I can do a clean install.

Got an error on Windows Store App Update error 0x80070490. Just tried suggestion from the community but NONE of them HELP!
