Windows 10: Opera problem ERR_TIMED_OUT

Greetings guys I need your help ,reason--trouble with the Opera browser. I have a configuration from the profile assembled on Friday 22.02 (5 components were upgraded),I installed the original Windows 10 Pro 64-bit with all the updates and the latest 1809. Everything works super-duper and fast, and everything connects on the internet without issues(Skype, Steam, Origin, Viber, MS Edge, AVAST ) but Opera won't work at all!!! The version of Opera is the latest 58.0.3135.79, my friend explained to me how to enable Widows Defender and firewall to make Opera work on the net but still there is this error (This site can't be reached and ERR_TIMED_OUT) when I click on some ' Speed Dial' website I want to visit! I tried to disable Windows Defender and Firewall but still the same thing - Opera didn't work even then. Does anyone know how I can solve this, or do I have to wait for a new version that will correct this so-called ' bug '.. Probably some of you will say that I use Edge because it really works fine but I've been using Opera for 10 years now and I don't want to use another browser...

Well, I do it, & you can really "extend" it for security, to-the-max, @ a browser level ontop of what you may do @ a router/hardware level, NIC settings levels, The OS' IP stack levels via registry hacks/tunes & also Software Firewalls in software &/or HOSTS files usage (from my ramdrive for speed of access)...

BUT, even more, such as Java on/off, JavaScript on/off, Cookies on a site-per-site basis - you name it! Easily GUI configurable!
