Windows 10: Optical drive can read any cd, can burn dvds, but cannot burn cds since Windows 10 updates

I've had this problem on and off for a long time. Windows updates, and all of a sudden, I cannot burn music CDs.

It plays them, reads them, and runs programs from them with no problem, burns dvds without issue. But burning a music cd results in failure and "write error" every time.

I have tried uninstalling the latest updates, uninstalling and reinstalling my NERO burning software and multiple other burning programs, tried downloading and installing updates from HP (it's an HP PAvilion desktop) tried finding and updating firmware for the optical drive itself (which is ridiculous because there is no fw update for it anywhere - (HL-DT- ST DVDRAM GUD0N - LW01)
Have tried various "fixes" found online, including registry additions and such.
After the latter, I was able to burn a single CD, and then Windows updated again, and back to square one.

So I uninstalled said updates and used system restore to go back to the way it was before the update, and still no luck.
I've found article upon article of people who had run into the same or similar issues, but in most cases, their drive didn't show up in device manager and/or couldn't read any discs. That's not the case here. On others, the aforementioned "fixes" worked for them - Not for me.

How to burn a document to a cd in windows 10

• Insert CD/DVD.
• Open the CD/DVD drive in File explorer
  icon from the taskbar, copy and paste the required document to the
  CD/DVD drive.
• Click on Burn a Disc.
• Follow on the on screen instruction.

Burning photos to a CD Disc

We suggest that you use Windows Media Player to burn the images. Please follow the steps below:

• Open Windows Media Player.
• In the Player Library > Burn tab > select
  Burn options.
• Choose Audio CD or Data CD or DVD.
• Insert a blank disc into your CD or DVD burner. (Select the drive you want to use if your PC has more than one CD or DVD drive)
• Search for the items in your Player Library that you want to burn to the disc, and then drag them to the list pane (on the right side of the Player Library) to create a burn list.
• When you're finished with the list, select Start burn.

Note: If necessary, click the Clear list button to remove all items from the previous burn list.

We would need additional information to help us isolate the issue with Windows Media Player not burning CD or DVD. Kindly verify the following:

• Were there any recent changes made to your computer prior to the issue? (Windows update, software or hardware installation, etc.)
• Were you able to burn DVD and CD before?
• Did you get an error message when you attempted to burn a CD/DVD? What was the exact error?
• What file format were you trying to burn?
• Which version of Windows Media Player do you use?
