Windows 10: outlook and Mac

I have several office versions but I'd like to use just one without being force to use a web version. How can I download my windows program to my Mac without being forced to use the web version. The web version keeps syncing to others that are not supposed to be on my account.

Outlook on Android - contacts

No. Also I followed the steps on Manage suggested recipients in the To, Cc, and Bcc boxes with Auto-Complete

cleared this list (Empty Auto-Complete List.)
disabled the option ("Use Autocomplete list..") and again cleared the list
relaunched Outlook in between
still those very old email addresses show up.

I give up.
